The funding model is designed so money cannot purchase, influence, or preserve a pass.
Founding pilot
Subsidized or waived.
Pilot audits measure real reviewer time, applicant burden, ambiguity, quality, and security. They do not create a pay-to-display seal.
After a pass
$12 per year, with waiver.
The annual certification-maintenance contribution supports registry and credential administration. The decision is already recorded. A written waiver is available.
Future audit fees
Only after real pilot cost data and public governance.
Any future audit fee must be disclosed before work, based on scope rather than outcome, approved by disinterested governance, supported by waivers/subsidy, and reported transparently. Reviewers never receive a success fee.
